Tinubu sends repeal and re-enactment bills for 2024 and 2025 budgets to national assembl
President Bola Ahmed Tinubu has transmitted fresh Appropriation (Repeal and Re-Enactment) Bills for the 2024 and 2025 fiscal years to the House of Representatives, seeking approval to reset Nigeria’s budget framework in line with current fiscal realities. The proposal aims to improve budget implementation, eliminate overlaps from multiple running budgets, and enhance transparency and accountability.
In a letter dated December 18, 2025, addressed to Speaker Rt. Hon. Tajudeen Abbas, Tinubu requested the National Assembly to consider the bills “in accordance with the established constitutional and legislative appropriation process.” Under the proposal, the 2024 Appropriation Act of N35.06 trillion would be repealed and re-enacted at N43.56 trillion, covering statutory transfers of N1.74 trillion, debt service of N8.27 trillion, recurrent expenditure of N11.27 trillion, and N22.28 trillion for capital and development contributions.
The 2025 Appropriation Act of N54.99 trillion would be repealed and re-enacted at N48.32 trillion, with allocations of N3.65 trillion for statutory transfers, N14.32 trillion for debt service, N13.59 trillion for recurrent expenditure, and N16.71 trillion for capital and development contributions, extending implementation to March 31, 2026.
Tinubu said the revised bills accommodate items “not previously recognised” and aim for a 30 per cent capital implementation target, aligning the budget with prevailing fiscal conditions and execution capacity. The President added that the reforms introduce safeguards to ensure funds are released and used strictly for purposes approved by the National Assembly, limit virement to cases with legislative approval, and mandate periodic reporting on fund releases and agency revenues.
The submission, which supersedes an earlier request sent on December 16, is part of Tinubu’s broader fiscal reform agenda designed to eliminate inefficiencies, strengthen planning and execution, and ensure a transparent and constitutionally grounded appropriation process.
