Governor Okpebholo proposes N939.8 billion budget for 2026

Edo State’s “Budget of Hope and Growth” targets development
Governor Monday Okpebholo of Edo State has presented a massive N939.850 billion budget estimate to the State House of Assembly for the 2026 fiscal year.
The proposed budget, strategically tagged the “Budget of Hope and Growth,” represents a significant increase from the previous year’s financial plan. It is over N140 billion higher than the N799.82 billion budget of 2025.
The Governor explained that the financial blueprint is designed to consolidate the progress made during his first year in office. Its core objective is to expand the reach of government and restore public confidence in democratic governance across the state. Governor Okpebholo is aiming for visible, impactful development that resonates with the average Edo citizen.
Capital expenditure takes lions share of allocations
A notable feature of the proposed budget is the substantial allocation designated for capital expenditure, emphasizing development projects over recurring operational costs. The sum of N637 billion is earmarked for capital expenditure, which constitutes approximately 68 per cent of the total budget size. This strategic allocation is clearly intended to accelerate infrastructural development.
Conversely, the allocation for recurrent expenditure, which covers salaries and operational costs, stands at N302 billion. This figure represents 32 per cent of the overall budget estimate. The disparity highlights the administration’s focus on investing in long-term assets and projects that will stimulate economic growth.
Strategic focus on key growth pillars and sectors
Governor Okpebholo detailed that the 2026 budget is built upon the five pillars of his government’s SHINE Agenda. SHINE is an acronym representing the administration’s priority areas: Security, Health, Infrastructure, Natural Resources/Agriculture, and Education. These pillars will guide spending and policy implementation throughout the fiscal year.
The Governor explicitly stated that the state will continue to heavily prioritize key capital projects such as roads, schools, and hospitals. He also confirmed that economic projects, including water supply and housing initiatives, will receive heightened attention. The administration recognizes that tangible development is what the citizens want to see and feel.
Funding sources for the ambitious 2026 budget
To finance this ambitious budget, Governor Okpebholo outlined a diversified revenue strategy. The administration anticipates generating N160 billion through its Internally Generated Revenue (IGR) efforts. This will be supplemented by a substantial N480 billion expected from the Federal Account Allocation Committee (FAAC).
Furthermore, the state projects to receive N153 billion from Capital Receipts and Grants. An additional N146 billion is expected to be secured through strategic Public-Private Partnerships (PPP). The Governor assured the House of Assembly that his administration will strengthen financial systems and block leakages instead of imposing unnecessary financial burdens on citizens.
Sectoral breakdown highlights economic development
The detailed breakdown of the allocations clearly illustrates the government’s commitment to economic transformation. The economic sector has been granted the largest share of the budget, receiving a massive N614.2 billion. This indicates a strong focus on job creation and commercial growth within the state.
The administration sector follows with an allocation of N157.7 billion, ensuring that the machinery of government remains effective and efficient. Meanwhile, the social sector, which covers crucial areas like healthcare and education, is set to receive N148.9 billion. These allocations reinforce the goal of achieving widespread prosperity and a united Edo State.
