DSS warns of imminent ISWAP attacks in Ondo and Kogi states

Intelligence reveals planned terrorist strikes on key communities
The Department of State Services (DSS) has raised a red flag over a looming terrorist attack in parts of Ondo and Kogi States, reportedly orchestrated by the Islamic State of West Africa Province (ISWAP). According to a confidential memo dated October 20, 2025, the DSS has uncovered plans by the terror group to launch coordinated assaults on soft targets in the affected regions.
The warning was contained in a classified communication sent to the Brigade Commander of the 32 Artillery Brigade, Nigerian Army Corps of Artillery, located at Owena Cantonment, Akure, Ondo State. The memo was signed by Hi Kana, the Director of Security for the DSS Ondo State Command.
Specific towns named as targets of ISWAP plot
The DSS memo explicitly mentioned Eriti Akoko and Oyin Akoko in Akoko North-West Local Government Area, as well as Owo town in Owo Local Government Area of Ondo State, as likely targets for the planned attacks. According to the intelligence agency, surveillance operations by ISWAP operatives are already underway in these locations.
“Intelligence confirmed plans by members of ISWAP to carry out coordinated attacks on communities in Ondo and Kogi states anytime soon,” the memo warned. It further urged military units in the region to raise their alert levels and increase surveillance to protect lives and property.
Memories of 2022 Owo church massacre resurface
The security alert has renewed public anxiety, especially in light of the tragic June 2022 massacre at St. Francis Catholic Church in Owo, where over 40 worshippers were killed during morning mass. The attack was blamed on ISWAP, marking one of the deadliest assaults in recent Nigerian history.
The DSS’s warning serves as a grim reminder of the persistent threat posed by insurgent groups in the country, particularly in previously less-affected regions like the South-West.
Ondo police commissioner holds emergency security meeting
In response to the DSS alert, the Ondo State Police Command has swung into action. On Tuesday, October 21, 2025, the state’s Commissioner of Police, CP Adebowale Lawal, convened an emergency security meeting with stakeholders from the Ikare and Iwaro-Oka Police Area Commands, which oversee parts of the Akoko region.
The meeting, held in Ikare Akoko, was aimed at consolidating existing security strategies and reinforcing community collaboration. It brought together a broad array of local actors including:
-
Traditional rulers
-
Senior police officers
-
Fulani and Igbo community leaders
-
Representatives from the NURTW, Okada Riders Association, and Farmers’ Association
-
Members of the Nigeria Forest Security Service (NFSS)
-
Vigilante and Hunters Associations
-
The Police Community Relations Committee (PCRC)
Stakeholders pledge cooperation, mutual trust
The Commissioner of Police emphasized the importance of proactive policing and inclusive security operations. According to the Police Command spokesperson, Ayanlade Olayinka, the meeting is part of ongoing efforts aligned with the policing strategies of the Inspector General of Police, IGP Kayode Egbetokun.
Participants at the meeting applauded the Command’s efforts to maintain peace in the state. They pledged full cooperation by sharing timely intelligence and working closely with law enforcement to prevent any attacks.
Traditional rulers in the region highlighted the vulnerability of border communities, particularly those adjoining Ekiti and Kogi States, as entry points for possible cross-border terrorist incursions. Leaders from the Hausa-Fulani and Igbo communities also praised the CP for his people-centric approach and pledged continued vigilance.
Police commissioner shares contact for direct intel sharing
In a rare gesture to boost trust and improve direct communication, CP Lawal shared his personal contact information with attendees, encouraging them to report any suspicious activity directly to his office.
He expressed gratitude for the ongoing collaboration between the police and the public and commended his officers for their dedication. “The fight against terrorism and crime is a collective one. We need constant communication, trust, and vigilance from all corners of society,” he said.
Residents urged to remain alert but calm
While security forces are ramping up operations, authorities are also calling on residents not to panic. The Kogi State Government and Ondo State Governor, Lucky Aiyedatiwa, have assured the public that all necessary steps are being taken to prevent any attack and to protect lives and property.
Residents are advised to remain vigilant, report suspicious movements, and support security agencies as they work to neutralize the threat posed by ISWAP and other criminal elements.
