Kano Government bans ‘independent Husnah fisabilillahi’ as illegal and dangerous

Kano State has officially banned a group called ‘Independent Hisbah Fisabilillahi,’ declaring it illegal and a threat to public order. The Executive Order, signed by Governor Abba Kabir-Yusuf, was confirmed on Friday by Commissioner for Information and Internal Affairs, Ibrahim Abdullahi-Waiyya.

The order, issued under the governor’s constitutional powers to maintain peace and enforce state laws, emphasizes that only the official Kano State Hisbah Board is authorised to coordinate Hisbah activities. Abdullahi-Waiyya said the government is concerned that some individuals are mobilising people under the illegal group without lawful authority, warning that such parallel structures could undermine the established board.

The Executive Order prohibits anyone from recruiting, assembling, or training members to operate any parallel Hisbah or similar enforcement outfit. It also forbids the formation or promotion of any group using the name ‘Independent Hisbah Fisabilillahi’ or similar titles, declaring such acts unlawful and void.

Security agencies have been directed to investigate organisers and sponsors of the group and halt their activities. Abdullahi-Waiyya urged anyone approached or recruited by the group to disengage immediately and report to authorities or the nearest Hisbah office. Violators face prosecution for unlawful assembly, impersonation, and forming an unauthorised enforcement outfit.

The order takes immediate effect and will be officially gazetted by the Kano State Government Printer.
