ECOWAS adopts strict rules banning derogatory remarks, ensuring accountability

On Thursday, May 22, the ECOWAS Parliament adopted revised Rules of Procedure during its First Ordinary Session held in Abuja, with a focus on reinforcing discipline, accountability, and effective governance within the regional legislative body.
One of the key provisions of the newly adopted rules is a ban on members making derogatory comments about fellow parliamentarians and Heads of State within the West African region. MP Billay Tunkara, the Fourth Deputy Speaker and Chairman of the Ad-Hoc Committee overseeing the report, emphasized that these amendments were designed to strengthen parliamentary transparency and foster a more respectful and productive environment.
Additionally, the revised rules introduced measures to improve attendance and commitment. Members who miss one-third of an ordinary session without providing justification will face sanctions, and their sitting allowances will be suspended as a result.
The new amendments also emphasize gender and language balance in committee appointments, the formalization of a dress code to reflect the dignity of the Parliament, and a quorum requirement of at least 50 members for a session to commence. In an effort to preserve impartiality, the Speaker of the Parliament will only be allowed to participate in debates after temporarily vacating their chair to a Deputy Speaker.
“The adoption of the revised rules is expected to enhance attendance, discipline, and the overall quality of debate in the ECOWAS Parliament,” stated the report.
This session, which began on Tuesday, May 20, is set to conclude on May 31. The 2025 First Ordinary Session also marks the beginning of a series of activities leading up to the ECOWAS Parliament’s 25th anniversary celebrations in November, a milestone aimed at promoting regional integration and cooperation among member states.
